Vilnius (4 December 2011)—In order to address the inadequate response of states and international organizations to ongoing human rights violations in Europe and Eurasia, 35 leading civil society organizations today launched Civic Solidarity, a new international platform for cooperation.

 Artur Sakunts, Chairman of Helsinki Citizens’ Assembly-Vanadzor told journalists today that the recent unlawful conduct of the police against public initiatives, namely the activists of the Army in Reality Initiative, Vardges Gaspari and Lala Aslikyan. Sakunts noticed that the police actions show their attitude toward public initiatives.
 On April 15, 2011, the RA Shirak Region Court of First Instance rejected the filing of a criminal case based on the claims of Artur Sakunts and Levon Barseghyan.
On February 23 of 2011, the RA Special Investigation Service sent HCA-Vanadzor’s claim regarding the restrictions of the right to assemblies, rallies, marches and demonstrations by the Police officials to the RA Police main headquarters for discussion.
 On February 17 of 2011, Helsinki Citizens’ Assembly-Vanadzor initiated a claim to the RA General Prosecutor’s office and RA Special Investigation Service regarding the illegal restrictions of citizens’ rights to freedom of movement and freedom to assemblies, rallies, marches and demonstrations by the police officials on February 15-17 of 2011.
 Today, on February 15 of 2011, around 4:30 p.m. the line of cars accumulated as a result of the roadblock by the police around Jajur village area in Shirak region moved to Vanadzor, after the Akhuryan Police officials suddenly left the controlled area of the road.
 The Council of Europe Human Rights Commissioner, Thomas Hammarberg, arrived in Armenia, who will leave Armenia with a lot of information as the schedule of his first meeting day in Yerevan was full. The significant point is “how will Mr. Hammarberg use the information”?
 A 2-day seminar of EU-Armenia on the “Right to a Fair Trial and Independence of the Judiciary” was held at the (“Golden Tulip”) “Yerevan” hotel on November 9, 2010.
From May 28, 2010 till now the Armenian authorities, in particular, the special services and the police, have continued their work style and illegally hindered the opposition representatives from entering “Azatutyun” square in Yerevan.
 On July 18, 2008 the rally on “PACE 609 and 1620 Resolutions” took place in Vanadzor near the Palace of culture after “Charles Aznavour”. The organizer of the rally was Helsinki Citizens’ Assembly-Vanadzor.
 According to reliable sources of Lori Regional Administration, a meeting took place on July 15, 2008 with participation of the governor, heads of administration departments. The main topic of the discussion was the failure of the rally that will be held in Vanadzor on July 18, 2008.
 A rally will take place for “Informing about the course of 1609 and 1620 CoE Parliamentary Assembly Resolutions” on July 18, 2008, at 17:00-19:00 near to the Cultural Palace after Charles Aznavour.
 According to an eyewitness of the meeting, the authorities in Yerevan have started preparations since 15:00, though the meeting is planned at 18:00.
 For the first time after the March 1 events, the Vanadzor people decided to conduct an action of protest. It was dedicated to the protection of political prisoners.
