On November 25, 2011, the right to  free movement by the residents of Lori Region was violated again.

On October 27, 2011, at approximately 1:30 p.m., a group of police officers prohibited citizens’ free movement near the area around the RA Kentron Police Department.

The representatives of Helsinki Citizens’ Assembly-Vanadzor in Stepanavan, Tashir, and Alaverdi informed HCAV that the citizens of the abovementioned towns were not able to go to Yerevan by minibus on October 28, 2011.

The RA Court of Appeals Rejected the appeal of HCA Vanadzor


On October 21, 2011, the RA Court of Appeals rejected the appeal of Helsinki Citizens’ Assembly-Vanadzor, whereby the organization requested to reverse the decision of the Lori Region Court of Common Jurisdiction.

HCAV Demands that the Lori Region Court of Common Jurisdiction reverse their decision


The hearing of the claim of Helsinki Citizens’ Assembly-Vanadzor demanding the Lori Region Court of Common Jurisdictionto reverse their decision is scheduled for 1:00 p.m., on October 1, 2011, at the RACriminal Court of Appeals.

“What emergency has happened in the RA that prompts a 24/7 police patrol?” wonders Artur Sakunts, Chairman of Helsinki Citizens’ Assembly-Vanadzor.  He assures that the police conduct a 24/7 patrol, especially in Lori Region, however they are not traffic police but other police officers.

On October 1, 2011, Helsinki Citizens’ Assembly Vanadzor Office sent a statement to the RA Ministry of Transport and Communications about the instances of violation of freedom of movement in Lori Region.

Lori Region Court of Common Jurisdiction followed the Example of Shirak Region Court of Common Jurisdiction


On August 31 2011, following the example of Shirak Region Court of Common Jurisdiction, the  Lori Region Court of Common Jurisdiction refused the claim of  Helsinki Citizens’ Assembly-Vanadzor to abolish the decision of the investigator over refusing to file a criminal case against the law enforcers who impeded the  freedom of movement of drivers holding Georgian state license plates.

Trial over a Claim to “Abolish Filing a Criminal Case” Continues


On August 5, 2011, the Lori Region Court of Common Jurisdiction continued hearing the claim of Helsinki Citizens’ Assembly-Vanadzor to rescind the resolution made by the interrogator who objected to file a criminal case over restricting drivers holding Georgian state license plates from freedom of movement by the law enforcement bodies. 

Vanadzor-Yerevan Route Agency was Fined

The Transport Inspection of the Ministry of Transport and Communication of the Republic of Armenia has charged “Vosketev” LLD, which serves Vanadzor-Yerevan route, for refusing to serve the route on May 31(Armenian National Congress rally day).

Minibuses will travel to Yerevan after 17:00-18:00p.m.
