Human Rights Organizations Across Europe and Eurasia Join Forces to Address Widespread Violations of Liberties
Vilnius (4 December 2011)—In order to address the inadequate response of states and international organizations to ongoing human rights violations in Europe and Eurasia, 35 leading civil society organizations today launched Civic Solidarity, a new international platform for cooperation.

Yesterday, the human rights activist and Chairman of Helsinki Citizens’ Assembly-Vanadzor, Artur Sakunts, informed Zhoghovurd that HCAV received an alert that a citizen was invited to the Lori Region Prosecutor’s Office where he harmed himself.

 The individual, who voluntarily goes to a medical institution to receive medical help, connected with use of drugs or other psychotropic substances without a medical prescription, is released from the administrative liability prescribed by law. The booklet is attached (in Armenian).
Since early 2011, Helsinki Citizens’ Assembly-Vanadzor has been carrying out a capacity building project, with the financial support of “Open Society Institute”.
 During April 14-17of 2011, the regional conference of the World Psychiatric Association was held at the Armenia Marriot Hotel in Yerevan.
 On March 12-13, 2010 HCA Vanadzor organized a two-day training in Vanadzor for the lawyers of NGOs from Lori, Shirak, Tavush regions and Yerevan.
 On December 22, 2009, the employees of HCA Vanadzor visited Ijevan and Dilijan towns of Lori region within the framework of the project “Legal Aid to the drug users of Lori, Shirak, Taush regions and the city of Yerevan.”
 “If you are using drugs, do it as safely as possible”-expert Artur Potosyan presented the main philosophy of harm reduction programs.
 Training on “Vulnerable groups’ right to health in the context of human rights” took place in Ijevan, on November 27, 2009.
 On November 20, 2009 a training on “Harm Reduction and Human Rights” took place in “Asparez’ journalists’ club in Gyumri. Representatives of about 15 NGOs, students of the faculty of law at Universities took part in the training.
 On March 14, 2009, the next TV program was held on “Lori TV” within the framework of the project”Legal Aid to Drug Users”. Arthur Sakunts, the coordinator of Helsinki Citizens’ Assembly-Vanadzor, presented the activities carried out and mentioned that this was the only project directed towards protection of drug users’ rights.
 On February 7-8, 2009 a two- day seminar on ” Monitoring of the right to a fair trial” took place in Stepanavan town of Lori region.
 On December 1, 2008, another TV program took place on “Lori-TV” within the framework of the project “Legal Aid to Drug Users.”
 On November 15, 2008, the first live TV broadcast was held within the framework of the project “Legal Assistance to Drug User” on “Fortuna TV” in Stepanavan.
 On November 14, 2008, a live TV broadcast was held within the framework of the project ”Legal Assistance to Drug Users” in ”Ankyun +3” TV in Alaverdi. Arthur Sakunts, the coordinator of Helsinki Citizens' Assembly-Vanadzor, was the guest of the programme.
 On April 25, 2008 a round table took place in Yerevan where the problems of drug users were discussed. It was organized within the framework of the project “Legal Aid to Drug Users in Vanadzor” implemented by HCA Vanadzor.
 A new amendment to Armenia’s Criminal Code will reduce illegal drug use and possession to a civil crime rather than a felony.
