Vilnius (4 December 2011)—In order to address the inadequate response of states and international organizations to ongoing human rights violations in Europe and Eurasia, 35 leading civil society organizations today launched Civic Solidarity, a new international platform for cooperation.

 A foundation has been created for the protection of interests of Diaspora Armenian Investors. “Reviewing the investments made in the RA by Diaspora Armenians over the last decade, and the projects implemented by them, one arrives at a conclusion that only a small portion of those investments serve their real purpose.
 RPA Deputy, Karen Avagyan referred to the statements made by the chairman of Helsinki Citizens’ Assembly-Vanadzor, Artur Sakunts and stated the “the person who calls himself a human rights activist has exceeded the limits.”
 The number one guarantee of preventing corruption risks is political will. Artur Sakunts, Chairman of HCA Vanadzor, stated this in a conversation with 1in.am, when he commented on the chart of corruption perception index released by Transparency International.
 Recently, 1in.am published an article entitled “The Choice between NATO vs. CSTO Value Systems is an Issue on the Political Agenda”. The article, as is clear from the title, elaborates on the issue which is often discussed: eventually which military block should we join?
 The Vanadzor Center for Strategic Litigation Human Rights NGO received a notice from the European Court of Human Rights, advising that the complaint from Artur Badalyan, who spent approximately 2 years as an Azeri hostage and subjected to inhumane deprivations, was registered.
 Helsinki Citizens’ Assembly-Vanadzor submitted a claim to the RA Constitutional Court to recognize the 8th and 12th Articles of the RA Law on State Secrets as unconstitutional and invalid.

 The news about the murder of two Armenian young men on the border last weekend caused a wave of outrage in Armenia and Artsakh, dramatically bringing forward the issue of responsibility of the Azerbaijani authorities, and personally, of the President of this country for the militarization and destabilization of the region.
The report is based on the results of the research conducted in 209 and 2010 by the Group of Public Observers Conducting Monitoring of Penitentiary Institutions and Agencies of the RA Ministry of Justice. The full report (in Armenian) is attached.
 The court ruled that the police did not use violence against suspects, Vladimir Tonoyan and Armen Melkonyan.
Several days ago, an Armenian Delegation made a study visit to NATO-Brussels. The group included representatives from the RA MoD, an MP from ARF, and media representatives.
On November 23.2011, the RA Administrative Court rejected the claim of HCA Vanadzor against the RA Ministry of Justice.
 The human rights organization has appealed to the RA Court of Cassation Helsinki Citizens’ Assembly-Vanadzor NGO appealed to the RA Court of Cassation, demanding that they reverse the decision of the RA Criminal Court of Appeals and send the case to the same court for re-examination.
 On November 25, 2011, the right to free movement by the residents of Lori Region was violated again.
 On November 23, 2011, authorized representatives of Helsinki Citizens’ Assembly Vanadzor, Artak Zeynalyan and Arayik Ghazaryan, submitted a claim to the RA Constitutional Court to recognize that the 8th and 12th Articles of the RA Law on State Secrets contradict the 3rd, 5th, 6th, 27th, 43rd, 83.5th, and 117th articles of the RA Constitution and are invalid.
 According to our information, after Vladimir Gasparyan was appointed as the RA Chief of Police, the US Government decided to terminate the financial and technical assistance provided to the RA Police.
