On December 13, 2011, Zhoghovurd Daily published an article, entitled “A Man Slashed his Veins in the Prosecutor’s Office.”The examination of the circumstances indicated in the article revealed that there was an incident on the first floor of the administrative building of the Lori Region Prosecutor’s Office; however, the individual informing the newspaper was not conscientious and “gave” distorted information.
On December 12, 2011, at 10:35, A. Matinyan, a resident of Vanadzor, who does not have a permanent residency or a job, went to the Lori Region Prosecutor’s Office (he was not invited there, as it is wrongly stated in the article) and requested a meeting with the Lori Region Deputy Prosecutor, A. Movsisyan, regarding a private issue. M. Movsisyan received A. Matinyan in accordance with the working procedure of the Lori Region Prosecutor’s Office for receiving citizens. The police officer on duty recorded the reception in the registry for visitors to the Lori Region Prosecutor’s Office. A. Matinyan complained about his family members, residing in his father’s house, who wanted to register the abovementioned house under the name of his brother’s wife. Matinyan requested M. Movsisyan to interfere in resolving the issue connected with ownership of the house. At the same time he expressed his suspicions that in 1995 his mother, brother, and sister murdered his father. M. Movsisyan recommended that A. Matinyan either appeal to the Lori Region Police Department or submit his complaints and demands to the Lori Region Prosecutor’s Office in written form. Movsisyan also gave him a pen and a paper. After receiving the citizen, the Deputy Prosecutor of the Lori Region went to a court hearing. A. Matinyan left the deputy prosecutor’s office and went down to the first floor. There, A. Matinyan sat on a bench and cut the vein on his left wrist with a razor he had in his possession. A. Matinyan was taken to the 1st Hospital in Vanadzor in an ambulance. He was discharged from the hospital shortly after that. It should be noted that the Lori Region Prosecutor’s Office prepared materials based on the claims submitted by A. Matinyan in 2004 and 2010, regarding his father’s murder by his family members. Based on these materials the institution of a criminal case was rejected. A Matinyan was notified about these considerations and decisions. Source: http://www.genproc.am
