“Vladimir Gasparyan stood out only for personnel changes,” said Chairman of Helsinki Citizens’ Assembly-Vanadzor, Artur Sakunts, to 1in.am, in summarizing the first month of service of Vladimir Gasparyan.
The human rights activist believes that personnel changes where the most exceptional. “We noticed constant transfers, which show their attitude towards the state machinery. The principle of those personnel changes is also unclear to us,” stated A. Sakunts. The human rights activist mentioned another tendency as well. There is some work conducted towards solving previous crimes but were terminated for lack of evidence. A. Sakunts considers this a positive step. Referring to the arrests of members of the PA Party, he argued that this would be done both by Vladimir Gasparyan and Alik Sargsyan. “This is a directive that was to be followed. In other words, it was not within their jurisdiction, because the Chief of Police would not take a single step against a political power without prior consent or a directive,” said A. Sakunts, who considers this a common practice in Armenia. He is convinced that the police activities, in relation to violations by members of political parties, can only be conducted within the framework of a political order. “This does not depend on the particular chiefs of police,” emphasized A. Sakunts. On November 1st, by Serzh Sargsyan’s decree, Alik Sargsyan was dismissed from the position of the Chief of the RA Police and was appointed as an advisor to the RA President. By another decree, Lieutenant-General Vladimir Gasparyan was dismissed from the position of the RA Deputy Minister of Defense and was appointed the RA Chief of Police. Source: www.1in.am
