Legislator of Beating

Human Rights Protection     /2011-December-14/

By terminating the criminal case against Governor Surik Khachatryan, of Syunik Region, they are simply making fun of the public. This is the opinion of human rights activist Artur Sakunts.

SIS terminated the criminal case with the justification that hitting entrepreneur Silva Hambardzumyan once is not considered to be a beating.

“I am inviting those who terminated the case to slap each of them once and let them not institute a criminal case if it is considered normal,” offered Artur Sakunts.

On November 14th, at the “Armenia-Marriott” Hotel, the governor accidentally met entrepreneur Silva Hambardzumyan, who he had a dispute with, resulting in the Governor beating her. Artur Sakunts believes that such an ending was expected: “A dog won’t bite another dog’s paw. That is definitely the case here.”

MP from RPA, Rafik Petrosyan, was pleased with the news about the termination of the case because his view about the beating of Hambardzumyan coincided with the SIS decision.
“Beating assumes a number of actions, slaps, blows or a scuffle, which results in minor bodily injuries. Beating should cause physical or psychological suffering. If he pulled her arm once or pushed her, it is not beating,” clarified MP Rafik Petrosyan to A1+.

Rafik Petrosyan does not think that the governor used such violence against entrepreneur Silva Hambardzumyan.

“There is a light slap, done for educational purposes and there is a blow, which can cause bodily injury to a person, therefore a slight touch or pull should not be considered beating. Beating should be a combination of actions,” explains the representative of the legislative body.

Rafik Petrosyan is convinced that the governor of Syunik, Surik Khachatryan, only offended Silva Hambardzumyan, which can be a reason for the woman to file a lawsuit with the court.
