“I came to conclusions long ago,” said Artur Sakunts, Chairman of Helsinki Citizens’ Assembly-Vanadzor, in a conversation with 1in.am, while commenting on V. Gasparyan’s remarks that he should come to conclusions.

“My conclusion is that the RA government agencies should act within the RA Constitution and international obligations.  At the coreis the individual as the highest value and the protection of dignity, which should be the basis of all legal acts and the implementation of all government functions based on legal acts,” elaborated A. Sakunts. He added that he came to these conclusions long ago and has not changed them.

The human rights activist noted that all the actions by human rights activists are directed towards the protection of human rights and not against any public official. He informed that their actions are based on the protection of the restoration of violated human rights;the goal of all their actions is the restoration of violated rights. “Our motives are human rights values and not actions against public officials.  The institutions should implement their duties properly, so that those actions do not turn into human rights violations,” stated A. Sakunts.  

Referring to ‘grant consuming’ mentioned by V. Gasparyan, Sakunts said, that some public officials, but not all of them, have a misunderstanding of the functions of civil society institutions. “Surprisingly, there are some institutions, which perceive the civil society institutions well and are able to initiate a dialog for improving the situation. And then there are also several institutions,  whose representatives are either incapable, or do not understand, or are afraid, that as a result of these activities there may be some facts revealed, which will not show the actions of some officials in a good light,” said human rights activist Artur Sakunts.

On November 10, 2011, Helsinki Citizens’ Assembly-Vanadzor filed a complaint with the RA Court of Common Jurisdiction in the Arabkir and Kanaker-Zeytun Administrative Districts, demanding that Vladimir Gasparyan compensate for damages caused to the honor, dignity, and business reputation of the organization.
