![]() The Group of Public Observers Conducting Monitoring of Penitentiary Institutions (PI) and Agencies of the RA Ministry of Justice applied to the RA Minister of Justice on June 9, 2011, with number 11-12 and on July 22, 2011, with number 11-17 urgent reports, regarding the health-related issues of 5 (hereafter 3 more) seriously ill convicts. 2 of the convicts, H. Dokholyan and A Takvoryan underwent a relevant medical examination and MHC referred them to the Interagency Committee. However, so far the committee has not taken any steps to make a decision. As result of such indifference, H. Dokholyan tried to harm himself twice. The group of observers condemns such a practicethat results in a gross violation of human rights.
