A Defensive or a Military Positioning Wall?

Peacebuilding     Press releases     /2011-October-13/

ANS Press Agency informs that Azerbaijan is using government resources to build a 3-meter high defensive wall at the Karabakh-Azerbaijan borderline.

‘The residents of Azerbaijani Villages near the borderline always suffer from frequent violations of ceasefire,’ reads the justification. The news agency informs us that the construction of the wall started 7 months ago from Karvand Village of Aghdam Region and the wall will stretch through the area of the villages in Tartar Region. The total length of the stone wall will be 2700 meters. ‘If our side has been silent about it or has kept it in secret for 7 months, then we can make various assumptions,’ said Artur Sakunts, Chairman of Helsinki Citizens’ Assembly-Vanadzor in a conversation with ANS Press. ‘The military posts are so close, how is the construction work carried out in secret?  If our side kept silent then we can assume that they have discussed the issue on some secret levels.’  The activist, however, voiced concern that the wall is not simply for defense but ‘precedes military actions and has a positioning purpose.’ ‘Why weren’t there any conversations about such constructions 3-4 years ago?’ asked Sakunts.
