Justice Colonel Lyova Sarukhanyan was appointed as the Chief of “Armavir” Penitentiary, while Justice Colonel Lyova Baghdasaryan, Chief of “Kosh” Penitentiary, was appointed as the Chief of “Erebuni” Penitentiary. Head of RA MoJ Division for the Execution of Alternative Punishment, Justice Colonel Genadi Sargsyan, was appointed as the Chief of “Nubarashen” Penitentiary, while Justice Colonel Avetis Stepanyan was appointed as Chief of “Kosh” Penitentiary. 1in.am attempted to clarify from Artur Sakunts, head of Helsinki Citizens’ Assembly-Vanadzor, what changes can the “position shifts” of Detention Facility Chiefs bring to the penitentiaries and how efficient they are? “They cannot yield any changes. As a citizen, it is incomprehensible for me what the bases for the shifts of the chiefs are. The shifts can be of personal and formal nature. It is also possible that the chiefs may again be shifted. But why the chiefs were moved to the specific penitentiaries is not known”, mentioned Sakunts hoping to see the CVs of the Chiefs published. By his words, “Nubarashen” Penitentiary is a facility with a background of numerous problems and the Minister must justify the position shifts in person. “But, generally speaking, those shifts are minor issues. The problem cannot have a significant impact in the system”, noted Sakunts, by adding that according to rumors the Minster is in godfather-godson relations with the Chief of “Nubarashen” Penitentiary. www.1in.am
