Who is more of a humanist? The Judge or the Prosecutor?

According to our information, Hamlet Davtyan, Judge of Syunik Region Court of General Jurisdiction, is not going to apply sanction against 20-year-old lifer, Manvel Hazroyan.

It should be noted that upon sentencing of the life imprisonment verdict, Hazroyan took a bottle from the table and threw it at the Judge. This can be viewed as a disrespectful attitude towards the Court.

Although he was violently beaten in the court room by the “Shushi” Penitentiary officials of the Nagorno Karabakh Police after the incident, a criminal case is said to be filed again against Hazroyan over the incident. We failed to meet with the Judge, however, the latter is said to have treated the convict’s outrageous act with understanding because the person had already received his punishment, and the judge felt it would be pointless to add more years to the punishment. However, in a discussion with his colleagues, he did not exclude the Prosecutor General’s office from initiating a criminal case.

It should be noted that the court room violation was applied not only against Manvel Hazroyan but also against advocate Edmon Marukyan. Yesterday E. Marukyan and advocate Karen Tumanyan reported the crime to the RA General Prosecutor Aghvan Hovsepyan. “We believe that the violations exerted against M. Hazroyan and his advocate E. Marukyan by the NK “Shushi” Penitentiary officials in the court room and in the “Shushi” Penitentiary vehicle should result in relevant legal proceedings. We claim, based on the media disseminations, a criminal case should be filed over the beating of Manvel Hazroyan.  In addition, Edmon Marukyan, a member of the Advocate’s Chamber of the RA, had physical force applied against him as well as his authorizations were obstructed. With an aim to record the injury violations on Manvel Hazroyan’s body, urgent forensic medical examination should be appointed and failure to implement it will lead to a violation of Article 3 of the European Convention “on Human Rights and Fundamental Freedoms” undertaken by the Republic of Armenia, which foresees the commitments of the state to carry out effective examination over ill-treatment”.

M. Hazroyan is charged with murdering four servicemen in his unit and causing injury to three additional soldiers. He is from the Village of Nalbandyan in the Armavir Region and the  101st lifer of the RA.
