In 2005, HCA Vanadzor drafted a law “On Missing Persons”, which was put into official circulation in the Parliament by Member of Parliament Mr. V. Dallakyan. However, there was necessity to make the draft law in line with the principles of the ICRC model law.
Thus, RA Ministry of Foreign Affairs initiated creation of a working group with the involvement of representatives from ICRC delegation in Armenia, RA Police, RA Ministry of Defence, RA National Security Service, RA National Assembly, RA Ministry of Healthcare and Ministry of Labour and Social Affairs, RA Human Rights defender’s office and HCA Vanadzor.
The first and the second meetings were held on March 17 and April 14, 2010, where the ICRC expert was also present. The law drafted by HCA Vanadzor will be the working document for the group.
It should be noted that the law “On Missing Persons” was worked out with the support of the Embassy of the Kingdom of the Netherlands in Georgia.
