Since July, 2009, the Helsinki Citizen’s Assembly Vanadzor Office has been conducting studies regarding human rights status in all of the Neuropsychiatric Medical Institutions of the RA. Prior to October 27, 2009, studies were conducted at “Syunik Regional Neuropsychiatric Dispensary” CJSC, at “Gyumri Mental Health Center” CJSC, at Nubarashen clinic of “Sevan Psychiatric Medical Center” CJSC within RA Ministry of Healthcare System. Before December 1, 2009, studies were scheduled to be conducted at Nork-Marash and Avan clinics of “Psychiatric Medical Center” CJSC, at “Armash Health Center named after Academician A. Hayryan” CJSC within the RA Ministry of Healthcare. As a result of the conducted studies, problematic systemic issues existing in the field of the RA psychiatry health care system, as well as internal organizational issues typical of medical institutions were identified. These issues are directly related to the rights of individuals at certain medical institutions. The organization will continue to implement human rights monitoring in tandem with finalizing the outcomes of those already carried out. The identified issues haven’t been promulgated yet but will be presented in the form of a finalized report after completion of monitoring at all of the medical institutions.
