Monitoring of Call up in Lori, Shirak and Taush Regions

The first training of monitors took place in the office of HCA Vanadzor on April 10, 2009 within the framework of the project “Implementation of Call up Monitoring” with the support of OSCE Yerevan office.

The project started in February of this year, the goal of which is to reveal the problems of 2009 spring and fall call up in Lori, Shirak and Taush regions.
  Monitors from Lori and Shirak regions participated in the first training.
  At the beginning of the training, Artur Sakunts, the coordinator of HCA Vanadzor, presented the results of 2008 call up monitoring, the activities carried out, the obstacles and achievements underlining that it was the first time such monitoring has been implemented in Armenia.
  He familiarized the training participants with the methods and skills of holding interviews, the questions planned for the target group were clarified, and the effective ways of communication were discussed at the training.
  The monitoring of call up includes study of the course of recruits’ registration, acknowledgement, medical examination and the attitude of medical commissions towards recruits.
  During the call up period it is intended to hold interviews with recruits and their relatives, in particular their mothers, returned soldiers, military commissars, as well as representatives from local self-government, schools and polyclinics of the regions.
  The interviews will be held among 500 people in Shirak and Lori regions (in each) and 400 people in Taush region during April-June 2009.
  At the end of the training the participants asked their questions for conducting effective monitoring.
