HCA Vanadzor is planning to monitor the situation of human rights in Vanadzor detention facility. In order to conduct effective monitoring HCA Vanadzor organized seminar for 6 employees of the organization on “Human Rights Monitoring in penal system” in Vanadzor on 26-28 July 2008.The trainers were Arman Danielyan and Lilit Petrosyan, specialists from the NGO “Civil Society Institute.” The three-day seminar included theoretical and practical work on national legislation and international standards on penal system. During the seminar, the participants worked out the main tools of monitoring and the monitoring plan, which includes: • Individual interviews with detainees • Inquiries with detainees • Observation of the conditions in the detention facility • Individual interviews with the employees of detention facilities It is planned to develop recommendations directed towards improvement of detention conditions in Vanadzor detention facility. HCA Vanadzor applied to RA Ministry of Justice in order to conduct human rights monitoring in Vanadzor detention facility. After getting permission six employees from HCA Vanadzor will start to monitor in Vanadzor detention facility.
