LEVON TER-PETROSYAN REVEALED A VERY IMPORTANT DOCUMENT

On July 1 the first president of Armenia Levon Ter-Petrosyan held a sudden news conference and revealed a document which the popular movement got. The document is the letter of the chief of the special investigation service A. Mirzoyan to the prosecutor of the region of Vayots Dzor, which, Levon Ter-Petrosyan supposes, is rather a circular to the prosecutors of all the regions. It contains instructions which suppose total repression against the citizens. In particular, noting that on March 2 the special investigation service brought charges against Levon Ter-Petrosyan and his supporters, the chief of the special investigation service A. Mirzoyan notes that on March 1 had they organized mass disorders in the area near the City Hall of Yerevan and the central streets, and instructs the prosecutor of Vayots Dzor and, according to Levon Ter-Petrosyan, to the prosecutors of the other regions, to reveal the persons who participated in the post-election rallies of Levon Ter-Petrosyan, and to find out what was rumored during the rallies about assistance from other countries, or to find out whether the participants of the rally spoke for “lifting the presence” of Russia from Armenia, and also to find out whether the participants of the rallies did not realize that “instability was favorable for the neighboring countries, as well as other agencies.” Besides, A. Mirzoyan’s circular instructs to interrogate the heads and activists of Levon Ter-Petrosyan’s election offices, their neighbors, participants of rallies, the drivers who transported citizens from the regions to Yerevan to participate in the rallies, those who paid them for that, inquire about the heads of offices of Levon Ter-Petrosyan and their families from their places of residence and get their descriptions, to find out what property the heads of Levon Ter-Petrosyan’s offices possess, as well as to find the telephone numbers of the heads and activists of Levon Ter-Petrosyan’s offices, file a petition to the court to get a warrant for decoding their incoming and outgoing calls. “What can we say about this document,” Levon Ter-Petrosyan said after revealing it to the reporters. According to him, this document gives a good idea of the essence of the government, and on the other hand, it is monstrous evidence to this despotic regime. Levon Ter-Petrosyan says it is difficult to imagine such documents under Stalin, and what was revealed is typical of the okhranka of the tsar. Levon Ter-Petrosyan thinks that this document is clearly political, otherwise the head of the special investigation service has nothing to do with such issues as the departure of Russia from Armenia. According to the first president, thereby the government wishes to impart the popular movement with an anti-Russian shade, which the government has been pursuing for already 8 months but in vain. Levon Ter-Petrosyan says evidence to the definitely political nature of the document is the targets of the circular: heads, activists of Levon Ter-Petrosyan’s offices, participants of rallies, drivers who transported them to Yerevan. The purpose, according to Levon Ter-Petrosyan, is to find evidence to at least one crime for which they have been unable to bring charges against his supporters, and part of them are simply in prison. Levon Ter-Petrosyan says they cannot find anything that would prove they committed offenses, and they have been unable to bring charges against Ararat Zurabyan, who has been detained for already four months, and are already investigating the years when he was head of a community to find at least one wrong statement. Levon Ter-Petrosyan stated that he is convinced that the real author of the document is not the chief of the special investigation service but Robert Kocharyan who had appointed him. Levon Ter-Petrosyan noted that now Serge Sargsyan’s first step should be to find out who authored the letter, Aghvan Hovsepyan, Robert Kocharyan or anyone else. Levon Ter-Petrosyan thinks such a document is a disgrace for any state, and if in a country, such as the United States, a similar document of the FBI were revealed, the chief of the FBI would be sentenced for life. And if it became known that he had acted on the instruction of the president, the president would be impeached immediately. Besides, Levon Ter-Petrosyan stated that the document will be extended to all the international organizations. According to the first president, it is preposterous when the heads of those organizations arrive in Armenia, show off their serious faces while discussing issues with the government, and the representatives of the government from the president to the speaker of parliament and Davit Harutiunyan smile, speak English, whereas all that is clear mockery. “They have set up a virtual state for themselves. I am happy that this document was found. I do not know what influence it will have. We will reveal it to the world, all the organizations, all the European officials who now determine the fate of Armenia. Let us see what they will be saying after that. Will those people eventually realize that the authorities are mocking at them, and cheating them, beginning with the president, the speaker, Davit Harutiunyan, the others? Everyone,” says Levon Ter-Petrosyan. In answer to the question when the popular movement got the circular Levon Ter-Petrosyan said if it has just been revealed, it means they have got it recently. He said the revelation of the document has nothing to do with the rally on July 4. According to Levon Ter-Petrosyan, the revealed document is very serious and important. In fact, it is the Constitution of the government of Armenia, he says. In answer to the question of reporters whether he rules out there were such circulars during his tenure, Levon Ter-Petrosyan said he rules out that and invites Aghvan Hovsepyan to look for any such document dating from the years of his tenure.
