Peacebuilding     The Rights of Conflict Victims     /2008-March-13/

Text of report by private Armenian news agency Arminfo
A private soldier of the Azerbaijani armed forces,
Yaqub Allahverdi oglu Muxtarov, born in 1988, deliberately crossed the
Armenian-Azerbaijani border at 1900 [1500 gmt] on 9 March.

The soldier of the Azerbaijani armed forces crossed the
Armenian-Azerbaijani border near the village of Kolakir village in
[Armenia's] Tavush Region, the press service of the Armenian Defence
Ministry told Arminfo.
The source said that according to Muxtarov's testimony, on 9 March he
once again asked the commander of his platoon to send him to hospital
due to his illness. The serviceman was refused [permission to go to
hospital] and tried to appeal to the commander of the brigade but was
cruelly beaten. Muxtarov left his weapon at the combat post, took flight
and crossed the Armenian-Azerbaijani border. The source noted that
numerous traces of severe beating and old ulcers could be seen on
Muxtarov's body, which, according to Muxtarov, were the result of
bullying by officers.
