Initiative of a Local Referendum in Vanadzor

In February 2007, the citizens of Vanadzor formed an initiative group with the aim of holding a referendum on impeaching the mayor of Vanadzor. During its first meeting, on February 10th, 2007, the initiative group decided to initiate a local referendum “On presenting a proposal to Lori governor on dismissing Samvel Darbinyan, the mayor of Vanadzor.”

On March 14th, 2007, they submitted an application for registration to the commission of electoral district #30.
It is the job of the commission of the electoral district of the referendum to, within fifteen days, check the lawfulness of the application and the attached documents, and to either accept of reject the registration.
  If the application is accepted, then after registering the group, the commission should give the representative of the group a certificate of registration, and official papers for collecting signatures in support of the referendum. After receiving the official papers, within 30 days the initiative group needs to collect the signatures of at least 5% of the general number of voters for holding the referendum. Then within 7 days the commission of the electoral district should verify the legality of the documents and the avagani (city counselors) should appoint a day for the referendum.
If the application is rejected, the rejection can be appealed in court.
