In February 2007, 30 citizens applied to HCA Vanadzor with the aim of consulting on different rights

The Classification of the Citizens’ Problems According to Rights.
* 3 citizens on social-economic issues – 1 person was registered as an sole proprietor, but in the future when he stopped his activity he did not return his certificate to the sate.

Furthermore, he left the country. Now every month he has to pay social payment. HCA Vanadzor held consultations with him on either giving his certificate back to the tax administration or invalidating the certificate. 1 person was given consultation on the order of receiving pension through letter of attorney. He was told to apply to court as the state obstacles the person to realize the actions according to the letter of attorney. 1 person took money on guarantee from the bank for another person who did not pay back. Now the person who got the money on guarantee has to be responsible to pay back the bank.
  * 3 citizens on social rights – 3 persons applied to HCA Vanadzor on the order of getting social family benefit. They wanted to know how hey can apply to social structures to get poverty family benefit. The citizens were explained the legal way of applying to social services and what necessary documents they needed.
Some citizens were deprived of family benefit as they got a job and they wanted to know what to do. They were explained that in case of having a job, the records of poverty decrease and the families are mechanically deprived of the family benefit.

* 3 citizens on the right to heritage and will – 3 persons applied to HCA vanadzor in connection with the right to heritage. Their issue concerned the order of admitting or refusing heritage. They were presented with the norms regulating legal relations defined by RA Civil Code and the practice of its implementation.
  * 6 citizens on the Right to Housing -- 6 citizens applied on housing problems, particularly on getting a new flat and getting the right to make use of another person’s house. The citizens had been explained that the right to make use of the territory of a house must be registered in the state structure of real property; otherwise it won’t be protected in the court or other bodies.
  * 5 citizens on the Right to Labour – 5 persons were provided with consultation on their right to labour. The problem was that these people had an agreement to work 8 hours but they worked longer, besides they had a shift work t night.
  * 2 citizens on the right to fair trial – 2 persons applied to HCA Vanadzor to get support for applying to court, as well as for making appeals against the court’s actions. Te citizens complain about the courts as they do not follow the dates. The court often made decisions on using arrest as a precautionary measure without the participation of the accused. Sometimes citizens complain about bad consultation. Many people apply to court by the advice of attorneys and their issue is not solved positively in the court.
  * 2 persons on family rights -- 2 persons applied on the issue of alimony. They were supported in making documents.
  * 2 persons on the issue of citizenship -- 2 persons applied on changing passports and one person on the right to obtain citizenship. The person is a citizen of another country but he wants to become a citizen in Armenia.
  * 3 persons on consumers’ rights – 3 persons complained about “Jrmughkoyughi” /water sanitation service/ CJSC, which illegally demanded debts from a citizen. “Jrmughkoyughi” CJSC does not supply water in due order or the supplied water is not useful for drinking. Furthermore, it makes its own calculation and applies to the court demanding payment from citizens. Consultation was provided to citizens. An application was made for one person.
   All the citizens have been provided with oral juridical consultation.
