The Problems of Residents of Temporary Dwellings are Discussed

On August 17, in the office of HCA Vanadzor, discussion on solving the problems of residents of temporary dwellings with the participation of local authorities, avagani (counsellors) of Vanadzor took place.

They discussed the potential of the community in the sphere of Urban Development and Public Service Company.
From the state budget 52 million drams per year is allocated to the Public Service Department for cleaning the town. According to Lyova Karapetyan, the head of the department, this budget is not enough for full cleaning of the town.
Fees of inhabitants are spent for garbage collection. The payments of the previous month were spent on placement of garbage bins in various parts of Vanadzor. The residents of temporary places do not complain about collection of domestic garbage. They complain about the waste which is due to removal of temporary dwellings and they do not know who is responsible for it. They want to know the legal mechanism of cleaning the territory after removal of temporary dwellings.
Lyova Karapetyan mentions that a separate department is established in the condominium for the implementation of such work. After demolition of the temporary dwelling the citizen should apply to the department by his own initiative, he should pay so that cleaning and garbage collection are done in due time. Unfortunately, for such work money is not allocated from the state budget.
For the improvement of the area of the temporary dwelling, some money is allocated from the state budget every year, but this year it was not allocated.

Besides garbage collection, street illumination and other improvements, the department of condominium and housing management of the municipality of Vanadzor is responsible for the problems of public service in temporary dwellings.
In the second half of the discussion, the residents of temporary dwellings presented the issues, which by their suggestion should be included in the next session of avagani.
The residents of temporary dwellings want to discuss the following issues:
• to demand from the municipality of Vanadzor a report on sold territories, on their purposeful use and the implementation of auction
• to establish a housing fund in one of the areas of temporary dwellings belonging to the community
In order to include these suggestions in the agenda of the avagani session the residents will send a written application to the municipality of Vanadzor.
