The first TV program on “Temporary Dwellings-Isolated Civilization”

The first TV program was aired on “Lori TV” within the framework of the project “Isolated Civilization” implemented by HCA Vanadzor. It took place on May 15, 2006.Residents of temporary dwellings, the representative of the municipality of Vanadzor Grisha Paravyan and coordinator of HCA Vanadzor Arthur Sakunts participated in the program. During the TV program the citizens had an opportunity to call and ask their questions. At the beginning of the program the results of the survey carried out in June-October of 2004 by HCA Vanadzor were presented. The survey was carried out among 90 families, in general 287 people. The head of the department of condominium of Vanadzor municipality Grisha Paravyan and coordinator of HCA Vanadzor Arthur Sakunts answered the questions. “How long will people live in these conditions?”-the citizens asked. Grish Paravyan stated that the municipality of Vanadzor had a program for allocation of dwellings to people losing their flats in the consequence of disaster. This resolution comes from the resolution of RA Government on releasing the territory of disaster from temporary constructions. The municipality of Vanadzor gave these citizens the opportunity to live in hostels for two years or to receive 10000 drams per month. The municipality decided what would happen with these people after two years. The residents will have the right to sell the temporary dwellings. The residents of the temporary dwellings also tried to find out what their privileges are for the area occupied by their temporary house. The land that is the property of the community is alienated on auction, no one has any privilege to get it, and the greatest part of the territory is foreseen for a sport center, the construction of which unfortunately has not started yet. The coordinator of HCA Vanadzor Arthur Sakunts explains that there exists the servitude right and the residents of the temporary dwellings will be given the preference. He thinks that in the existence of purposeful policy by the local self-governmental bodies it will be possible to improve the communal conditions of the temporary houses. This is the decision which will be made in favour of those residents. Grisha Paravyan does not agree. The government does not ignore its people. This resolution is the first step to worry about them. The territories must be released from temporary constructions in the following turn: at first those who have houses will release the territories, then those who received flats but they sold them and so on. He assures that no one will remain out. People should decide themselves either to get 10000 drams per month for two years or, live in hostels, and those citizens who lost their flats in the consequence of disaster are included in the list of applicants for housing. Four more TV programs will be organized within the project “Isolated Civilization” with the participation of the residents of temporary dwellings and authorities. The programs will refer to different problems of the residents of temporary dwellings.
